Update On Luxembourg's Free Public Transportation

Update On Luxembourg's Free Public Transportation
Daniel Ikwuagwu / 18 March 2026 / Climate Governance

Luxembourg pioneered FREE public transport (buses, trains, trams) for all in 2020, boosting ridership & cutting emissions by ~7%. While no carbon credits is recorded, "myImpact.lu" helps citizens track their footprint and offers personalized reduction tips.

In March 2020, Luxembourg made global headlines by becoming the first country to offer completely free public transportation nationwide for both residents and visitors. While the country does not provide a "carbon credit scorecard" that pays citizens in tradable credits, it does offer official digital tools for citizens to monitor and "score" their personal carbon footprints.

The free public transport initiative covers all standard-class travel on buses, trains, and trams across the entire territory of Luxembourg.

Purpose:: The primary goals are to reduce chronic traffic congestion, lower carbon emissions, and promote social equity.

Exceptions : A fee is still required for first-class train travel and for cross-border journeys once the vehicle leaves Luxembourg's territory.

Impact : Since its implementation, road transport emissions have fallen by approximately 6.5% to 6.7%. Rail and tram ridership have seen significant increases, with tram use jumping from 6.2 million to over 31 million passengers annually by 2024.

Carbon Monitoring Tools for Citizens: Rather than a financial scorecard, the government provides interactive platforms to help individuals track their environmental impact:

  • myImpact.lu : Launched by the Ministry for Consumer Protection. This tool allows residents to calculate their personal carbon footprint across categories like housing, transport, food, and consumption
  •  Personal Comparison: Users can compare their "score" against the Luxembourg average and national 2050 climate targets.
  • Actionable Advice: After completing the assessment, the tool provides specific recommendations for reducing individual emissions based on local Luxembourgish data.
